i do not have administrative rights on my PC. I install Scilab on my Windows 10 Pro x64 in the default folder:
C:\Users\Smart\AppData\Local\scilab-2024.0.0\bin
Setup
IPersistFile::Save failed; code 0x80070005.
Zugriff verweigert.

It seems to be a bug of the installation bundle (I was able to reproduce it). Can you retry the installation and un-check “install desktop shortcut” ? You can also just ignore the error (click the OK button) as Scilab will be installed anyway (with no Desktop shortcut, but you can create it afterwards).

I installed Scilab today on another PC. Again with no admin privileges. Unfortunately I receive the same error message.
Yes, like I said above this is now a known problem of the installation bundle. Just click OK at the error dialog box, Scilab installation will be done anyway.
