I have always warned macOS users of Scilab to refrain from upgrading just after Apple releases. Anyway, I will install Sequoia in a virtual machine to see what’s happening and try to fix the problems for the 2025.0.0 version.

The problem is not due to the “Privacy & Security” in the System Preferences Control Panel, as mentionned in (https://www.utc.fr/~mottelet/scilab/full_disk_access.m4v).
Can you launch Scilab from the terminal and give the output here:
/Applications/scilab-2024.1.0.app/Contents/bin/scilab
and also
/Applications/scilab-2024.1.0.app/Contents/bin/scilab-cli
It seems to work (after a warning : “This version of Scilab may fail on this system (15.0): Scilab is currently supported from macOS 10.13 (High Sierra) to macOS 14 (Sonoma)”).
scilab is launched with this command and it works
/Applications/scilab-2024.1.0.app/Contents/bin/scilab-cli

I just created a brand new partition with Sequoia. Scilab starts from its icon, with the usual glitches when it is started from the first time on a brand new OS: I had to install Rosetta (still needed because of the Scilab shell script), to accept to run on an unsupported OS version, and to say “yes” to many access requests (Disk, Desktop, and so on). After that, Scilab starts as usual, the only remaining dialog is this one:
