Atoms toolbox IPCV for scilab 2023 (Windows)

Hello,

The Windows version of the IPCV toolbox has been recompiled and is now available under Scilab 2023. On Scilab command line you just have to update the list of packages then install:

atomsSystemUpdate
atomsInstall IPCV
